When using String.Insert(), the start-index is mis-calculated for values that are placed at the end of the string

Description

when using

Returns for "Berlin":
startIndex = 4 --> "BerlTestin" (Correct)
startIndex = 5 --> "BerlinTest" (Wrong, should return "BerliTestn")
startIndex = 6 --> NULL (Wrong, should return "BerlingTest")
