Refactored build configurations

The build configurations should be refactored to allow overriding all options via the command line.

See re-motion / develop for an example.

Note:

• possibly also need to add conditions for the SkipXXX-properties since they appear to not be overridable from outside as well even though they have been declared toplevel.
