TypePipe does not create a non-abstract assembled type for an abstract type without abstract members if no modifications are made

Description

When asked to assemble a type such as this:

The default behavior of the TypePipe is to make the assembled type non-abstract if there are no abstract members. This, however, is disabled by the "no modifications" optomization, which causes the requested type to be returned.
